Former Philadelphia Traffic Judge Faces Disciplinary Charges

The Judicial Conduct Board of Pennsylvania has filed disciplinary charges against a current judge and three former Philadelphia Traffic Court judges who were among those charged in a federal corruption case.

Judge Michael Sullivan and former judges Michael Lowry, Thomasina Tynes and former Delaware County judge Kenneth Miller are accused of having violated the state Constitution and judicial conduct rules in a ticket-fixing scandal.

Sullivan was acquitted, but the board said there was evidence that he violated court regulations. Defense attorney Samuel Stretton told The Philadelphia Inquirer that his client is innocent and will fight "vigorously."

Tynes and Lowry were convicted of perjury and sentenced to prison. Miller, who filled in for a year as a Philadelphia Traffic Court judge, pleaded guilty to mail fraud and was sentenced to probation.
