Philadelphia Councilman Isaiah Thomas says he’s been stopped by police multiple times through his life. Those experiences inform his view that stop and frisk, the controversial policing tactic that council president Darrell Clarke has suggested might warrant a return to prominence, does more harm than good in communities.
