Judge Rules Charter Founder is Incompetent to Stand Trial

A federal judge says a Philadelphia charter schools founder charged with fraud has dementia and is incompetent to stand trial.

The Philadelphia Inquirer reports Judge R. Barclay Surrick ruled Monday to dismiss an indictment charging that 78-year-old Dorothy June Brown defrauded the schools she founded of $6.3 million.

Surrick says Brown couldn't stand trial because she can't understand the proceedings against her.

Brown founded three small charter schools in Philadelphia and a cyber school outside the city. She had been charged with scheming to defraud the schools and conspiring to cover up the crimes.

She was acquitted of six counts and a jury deadlocked on the remaining 54 in January.

Two others have pleaded guilty in the case and testified against her during her trial.
