The Hudson County Prosecutor's Office says no one has been charged yet.
Authorities say Settles had an argument with a motorist in a minivan.
Settles' family says his cousin separated the two men and they parted ways. They say the killer returned on foot and shot Settles.
The driver of the minivan had bumped into Settles' vehicle but neither vehicle sustained any visible damage.
