Family of New Jersey Man Who Died in Custody to Hold Memorial

Questions remain for the family of a man who died last year of respiratory distress on his way to a hospital while in police custody.

The family of Philip White and Vineland police are still waiting for the Cumberland County prosecutor's office to complete its investigation into his March 2015 death, reported.

Meanwhile, his family is planning a memorial event for Thursday.

"He's missed, and he didn't deserve to die like he did," said his mother, Pamela White. "We will never forget him."

On the day White died, police responded to reports of a man "freaking out" on the street. Officers subdued White after a struggle that was captured on video by a bystander. The video showed an officer hitting White and a police dog being used during the arrest.

There also were reports that the 32-year-old White tried to disarm an officer. An attorney representing the two officers involved alleged White was under the influence of PCP.

Police Chief Timothy Codispoti said the officers returned to modified duty in May.
