Death Row Inmate Incompetent to Proceed: Judge

A judge has ruled that a man sentenced to death in the murder of a central Pennsylvania woman more than three decades ago is incapacitated and "incompetent to proceed" in his case.
 
The Lebanon Daily News reports that Lebanon County Judge John Tylwalk made the ruling Thursday in a competency hearing for 56-year-old Freeman May.
 
Forensic psychologist William Russell testified that May suffers from a delusional disorder.
 
May was convicted of the 1982 stabbing death of 22-year-old Kathy Lynn Fair, whose remains were found six years later in woods in Lebanon County.
 
The judge said May was "unable to properly analyze his options" which include execution, life in prison or another penalty phase hearing.
