Being dead or winning the lottery didn't keep some in New Jersey from collecting welfare benefits.
The state's auditor issued a report this week on controls at the Supplemental Nutrition Assistance and Temporary Assistance for Needy Families programs overseen by the state government but administered through the counties.
The report finds that the financial transactions were reasonable but that monitoring should be improved.
The report found that as of May, 37 people who had died by the end of 2013 were receiving benefits in one or both programs.
Also, 66 people who had won at least $10,000 in the lottery were benefiting, including one person who won $1,000 weekly in the "Win for Life" contest. The state says welfare officials should check the eligibility of lottery winners.
