A man once named Citizen of the Year in his South Jersey town has admitted putting food in officials' yards to lure feral cats.

“I intended to show what the neighborhood was going through,” Burlington City resident Harry Heck told Municipal Court Judge Richard E. Andronici, according to the Burlington County Times.
Heck told the judge on Monday that he wanted to show Burlington City council members what some parts of the town were enduring with stray cats.
He pleaded guilty to littering and was ordered to pay a $250 fine.
The Times reports that before Heck put the food outside three council members' homes in June, he had complained that the city was not doing enough to keep another resident from feeding feral cats. He says the person was also attracting raccoons and other unwelcome critters.
Burlington is located on the banks of the Delaware River across from Bucks County, Pa.
