It’s the second day of winter and we are already dealing with teeth-chattering temperatures. It’s so cold outside that city officials have declared a Code Blue.
The weather emergency gives medical personnel and Philadelphia police authority to go out on the streets and take the homeless to shelters where they get stay warm.
A Code Blue has also been declared in Montgomery County. The Montgomery County Health Department has extended the Code Blue declaration continuing from Monday, December 22, 2008 at noon lasting 48 hours, until Wednesday, December 24, 2008 at noon.
When you head outdoors today be sure to bundle up and cover exposed skin. Take extra precautions if you need to spend an extended period of time outdoors. A good tip is to dress in many light, loose layers; as we are only expecting a high in the upper 20's.
The day began in the low 20s in Philadelphia. It warmed up a bit during the day.
The winds are the other story today.
We've seen winds gusting anywhere from 20-40 mph and could see gusts over 45 mph.

The area was under a Wind Advisory until 1 p.m.
The wind gusts were strong enough that they could bring down any ice-covered limbs or toss around any objects that are not tied down.
The winds will begin to subside later this evening into the overnight.
Though it’s cold here we are much warmer than the Poconos where a wind chill of negative 22 degrees was recorded.
A Wind Chill Advisory is in effect until 10 a.m. for the Poconos.
The good news is there will be tons of sunshine.
It will not be as brutal Tuesday, but will still be chilly. Our daytime high will hover close to freezing.
Wednesday will be warmer with temperatures into the 50's.
