Consultants found the Wilmington Police Department has enough resources, but some practices must be updated.
A report presented to a gubernatorial panel on Tuesday found often the department doesn't have enough officers patrolling the streets while too much is spent on overtime. It found that officers react to calls instead of taking a proactive approach and the relationship with the community has deteriorated badly.
The consultants recommended adding two new deputy chief positions to better manage personnel and technology. They also call for creating a homicide and violent Crime Unit with a captain, two sergeants and two officers.
Chief Bobby Cummings said the recommendations align with changes he wants and those that don't involve technology that can be achieved from within.
The state paid $200,000 for the two-month study.
