Truckers Worked Together to Get Turnpike Discounts

The trucking industry is defending a practice that helped smaller companies qualify for volume discounts for tolls on the Pennsylvania Turnpike.

The claim that middlemen organizations bundled together companies so they would get discounts of up to 20 percent was noted in a court opinion last month dismissing a whistleblower lawsuit by a former turnpike employee.

The turnpike and trucking groups say the practice helped the turnpike manage E-ZPass clients.

Two umbrella groups together paid more than $84 million in tolls last year. The third-highest toll payer was FedEx Ground, at $3.4 million.

Turnpike officials turned down a request from The Associated Press for records about who received the most volume discounts.

How much the practice cost the Turnpike Commission is unclear.
