Police say 31-year old Danielle Finlay of Newark was arraigned on 2 counts of offensive touching.

According to a witness, Finlay hit a student in the head because he was making loud noises.

When he failed to stop, the witness told police, Finlay hit him a second time with an empty water bottle.  The 17-year old victim was not hurt.

Finlay surrendered to detectives Thursday morning.  She was released on her own recognizance.
