Main Line Father Secretly Videotapes Dozens of Young Women in Dressing Rooms: Police

Man accused of secretly recording women in various states of undress

A Main Line father of a young girl is charged in what police say was a years-long effort to videotape naked young women in dressing rooms at one of the country's largest malls and post them on porn websites.

"Probably the biggest invasion of privacy case I've ever seen."

That’s how Radnor Township Police Superintendent William Colarulo described the trail of secret videos investigators say one man shot and shared online.

Radnor police arrested Sean Moses Monday morning at his Penn Valley home. A judge arraigned the 37-year-old father of a young girl on hundreds of counts including 86 counts of invasion of privacy as well as counts of criminal use of a cellphone, prowling at night and even one count of child pornography and sent him to jail after Moses was unable to post $500,000 bail.

“What Mr. Moses was involved in … is nothing less than can be described as being despicable and offensive to unsuspecting female victims of all ages,” said Colarulo.

Investigators began to uncover Moses’ alleged peeping tom website in September after two Villanova University students getting undressed at an off-campus Bryn Mawr apartment complex reported to police seeing a man videotaping them with his cellphone through their bedroom window. The man then took off running.

Investigators began an exhaustive Internet search that led police to the exact videos of the young women on an Internet porn site — the décor and clothing matched the Bryn Mawr incident, said police. The description of the video stated: "When you get caught out of position you ruin what could have been an awesome semester in voyeurism 101," according to an affidavit of probable cause.

“Based on that information he got a court order and served it on the Internet porn site and he was able to identify Mr. Moses’ IP address,” said Colarulo.

Police served a search warrant on Moses’ home — that he shares with a woman and his 6-year-old daughter — in January. During this search, police seized two computers and three cellphones — on each device they found evidence of hidden camera videos, said police.

They also unraveled a trail of videos that went as far as a volleyball tournament in New York, a summer day on the Ocean City, New Jersey beach and various upskirt videos from King of Prussia Mall.

“You will see video of Mr. Moses on his hands and knees videotaping young girls getting undressed in these types of stores,” said Colarulo before showing some of the videos he said police found on his devices.

The videos show woman in various stages of undress.

"You have young girls on a Saturday afternoon with their girlfriends — they go to try on some clothes and you have a pervert like this violating your personal space and your privacy," said Colarulo, who also said he would like to use stronger words to describe his feeling about Moses.

Investigators hoped that by showing the videos — with victims' faces covered — they could help track down more victims.

"One woman makes an obscene gesture to his cellphone and one woman takes a picture of his cellphone," Colarulo said. 

Neither woman reported the incidents to police. Colarulo said a mother and daughter did however report being recorded at Forever 21 but that the store in turn didn't report the incident to police.

Investigators also found numerous files listed as "jail bait" on Moses' computer that showed girls wearing very little clothing, said Colarulo.

"Not all the video he posted were of nudity, some were of underage girls playing volleyball or doing other activities," said Colarulo.

Colarulo said that since the underage girls were filmed in public while clothed — albeit in bathing suits — Moses couldn't be charged for those incidents. Colarulo, however, said the video showed the alleged "intent" of Moses.

Colarulo said it's also possible that Moses also targeted other unisex dressing rooms in other malls.

“In other words you could have a man my age using a dressing age right next to a fitting room that a young girl was using,” said Colarulo.

The secret video wasn't exclusive to only public places. Police showed another video where Moses is seen setting up a hidden camera before having sex with an unsuspecting woman. He later posted the video to the Internet, said police.

During the investigation, police said Moses told them he uploaded videos he took to xhamster.com and that he has "a problem with this stuff," said the affidavit. He also told detectives that he shot the videos inside KOP Mall and outside the Bryan Mawr apartments and that investigators would find more deleted content on his computer.

Investigators worked hard to get the videos off Internet porn sites but Moses' followers have begun to resurface the videos again.

"His fans are reposting these same videos as a tribute to Mr. Moses — he actually had a fan club," said Colarulo.

"Mr. Moses has be doing this for 13 years that we know about," said Colarulo.

Moses’ criminal past includes multiple guilty pleas to prowling at night and one count of bad check writing dating back to incidents from the early 2000s. He also served two days behind bars for DUI in 2003, according to court records.

Back in 2002, Nova issued a letter to the self-employed businessman saying that he was no longer allowed to be on campus because he was secretly videotaping young women swimming at a campus pool, said investigators.

"I don't know how he was able to hold down a job because it seems that he was so obsessed that this type of behavior he was involved in 24 hours a day, seven days a week," said Colarulo.

“We still don’t know how widespread this is.”

Police said investigators would look at Moses in other recently reported peeping cases.

Investigators hope that Moses' arrest not only served as a message to all predators but as a message to Moses himself.

"Putting him on the Megan's Law website until the day he dies," Colarulo said is the goal.

"It's so important for (young ladies) to report this because you're not the only victim, you're not the first and you're certainly not going to be the last," said Colarulo.
