Police Find 4 Adults Chained in Basement

Investigators say victims all had the mental capacities of children

Police are investigating how four mentally disabled adults--three males and one female--came to be chained up and locked away in the basement of a house in Northeast Philadelphia Saturday.

According to investigators in the 15th District, the four were found behind a locked steel door in a basement room at 4724 Longshore Avenue in Tacony shortly before noon.

A police spokesperson said that the adults were in filthy conditions along with dogs. Police say the victims have bed sores and were found partially clothed. They were also malnourished and all had the mental capacities of children. All four were transported to Frankford Hospital and are in stable condition.

Police believe the victims were transported from the western coast of Florida to Philadelphia. The victims arrived to the area on October 4, according to investigators.

Police have arrested two men and one woman in the case. No charges were filed as of Sunday night. Investigators believe there was a motive by the trio to cash the victim's disability checks.
