A tractor-trailer carrying water flipped onto its side while getting onto I-476 Northbound from I-95 North in Delaware County early in the morning.
The payload spilled when the truck flipped and eventually froze on the roadway, PennDot officials said.
Traffic was able to crawl by on the shoulder, but the onramp is expected to close throughout the day as emergency crews work to clean up the mess, officials said.
