Kids Found Covered in Feces, Mom Arrested

One toddler left scratches on a bolted door that locked her into a third floor

A 21-year-old Bucks County woman was arrested Monday on child endangerment charges after police found her three young children alone in a filthy house surrounded by and covered in human feces, police say.

One of the children, a naked 2-year-old girl, was found behind a bolted door on the third floor, where she was covered with feces, as was every piece of furniture around her. There were scratches on the door from the toddler trying to get out, according to the police report.

"The scrape marks on the inside of the door were inspected further and were within the reach of (the girl's) height and are suspected to have been from (the girl) clawing at the door to get out," the report states.

A 1-year-old girl was found in a feces-smeared crib. A 4-year-old boy opened the door to police, who were horrified by one of the worst cases of child neglect they had ever seen, reports the PhillyBurbs.com.

Hours after the police called child services and searched the house, finding rotting food, an open liquor bottle, part of a marijuana cigarette, and open razor blades, the mother of the child arrived home.

Chelsea Champey of 649 Spruce Street, Bristol, Pa. told police that she left the kids with a babysitter. She said that she locked the 2-year-old alone on the third floor because if the girl was allowed downstairs, “[the girl] would have the main floor in the same condition as the third floor," the report states.

While Champey was charged with felony child endangerment on Monday, the incident occurred in February, police told NBC Philadelphia.

Champey is being held in Bucks County Jail on $75,000 bail.

The children have been sent to two different foster homes in the Bucks County Children and Youth system.
