Delaware County Councilman Charged in Alleged Security Firm Kickback Scheme

A suburban Philadelphia borough council member has been charged in what authorities allege was a kickback scheme involving security equipment installed at borough property.

Prosecutors in Delaware County say 73-year-old Upland councilman Edward Mitchell was arrested Wednesday along with the owner of the security company.

Authorities allege that the scheme dated back to 2009, when Mitchell was serving as council president. They allege that he received as much as $133,000 in 10- to 15-percent kickbacks on nearly $1 million in security and surveillance equipment installed between 2009 and 2015.

Mitchell is charged with theft, criminal conspiracy, receiving stolen property and other counts. His attorney says his client served honorably and looks forward to his day in court.
