Victims in Deadly I-95 Crash Identified

Driver made a sudden move to the right and lost control

Pennsylvania State Police said four people were killed when a car went out of control and slid under a tractor trailer on I-95 Sunday morning.

It happened around 1:30 a.m. in the Southbound lanes of I-95 at Girard in the Fishtown section of the city.

The driver of the 2006 Mitshubshi Lancer involved in the crash has been identified as 29-year-old Michael Doughan of Philadelphia. Investigators said he was speeding on the interstate and making several lane changes.

At one point, when Doughan was in the left lane, he made a sudden turn to the right and lost control. The Lancer spun clockwise and slid ten feet under a freightliner tractor trailer, which had been traveling in the southbound lane on I-95.

After the car spun away from the truck, it overturned and one of the passengers was ejected. The Lancer finally came to a stop at the top of the Girard southbound off-ramp.

All four people in the Lancer were pronounced dead at the scene by the Philadelphia Fire Department. The three other victims are identified as Patrick Chang, 37, Jason Stefaniuk, 33 and William Eder, 23 all from Philadelphia.

Investigators said Elder was the only passenger who may not have worn his seat belt.

The driver of the tractor trailer, Frank Maier Jr. of Abingdon, Md., was not injured.
