Kanief Dandy was Allegedly Abducted Wednesday Afternoon.

The Pennsylvania State Police have issued an Amber Alert for a 19-month-old Philadelphia boy who went missing Wednesday afternoon.

Philadelphia Police say Kanief Dandy was abducted by his mother, 34-year-old Natia Dandy, around 4 p.m., during a scheduled, supervised visit at a Department of Human Services office at 15th and Arch Streets in Center City.

The case worker called 911 but Dandy fled the building with her son, headed west on Arch street and was long gone by the time police arrived, according to Lieutenant Patrick Doherty with Central Detectives.

The child, Kanief, is described as a black male with black hair, brown eyes, 32-inches tall and weighing 30 pounds. Officers say he was wearing black jeans and a red thermal shirt with gray sleeves when he went missing.

The mother, Natia, is described as having brown hair, brown eyes, 5-feet 6-inches and 170 pounds. She was last seen wearing blue jeans, a white sweater and a black scarf on her head.

Police said she fled on foot with the child while pushing a black stroller.

NBCPhiladelphia has learned Dandy has a history of mental illness and according to court records, she's also been in and out of jail over the years. The 34 year old is also known to frequent homeless shelters in Philadelphia, according to police.
