The mayor of New Jersey's largest city has scheduled a news conference to discuss the investigation into a videotape that shows the whipping of a naked teenager because of his father's debt.
Newark Mayor Cory Booker will be joined by Police Director Samuel DeMaio and Police Chief Sheilah Coley Wednesday.
The video shows the teen was forced to strip before he was whipped with a belt allegedly because his father owed someone $20.

A high-ranking law enforcement source tells The Star-Ledger of Newark a 19-year-old has been charged in connection with the incident.
The alleged cameraman and a third person who was allegedly present also have been arrested.
It's not clear when the video, which was posted on YouTube, was made.
The police director has called the video sickening.
