WHEN I GOT the letter from the Philadelphia Parking Authority, I wondered, "Is this a scam?" It said that the PPA owed me for two tickets I'd overpaid, one by $5, the other by $15. I needed to sign an enclosed form saying that the tickets were mine, and then I'd be reimbursed.
