Like most staffing companies, Manpower Inc., the Milwaukee-based parent of Philadelphia's Right Management company, had a bad year for profits, capped by a bad fourth quarter. Net earnings in 2008 fell by more than half to $218.9 million, down from $484.7 million in 2007, despite a revenue increase of 5 percent to $21.6 billion.
