Dear Harry: My former wife has been renting a house for more than 15 years. A while ago, the owner died and his son took over the property. Everything was OK for a short time, and then the city told her that taxes and water were not paid, and she's responsible. She's already paid the real-estate and school taxes, and she's started to pay the back water and sewer taxes. How can the city do this to a renter?
