Advanta subsidiary to pay $21M over raised rates

Advanta Corp., which froze its customers' credit cards at the end of May, said today that its Utah banking subsidiary reached an agreement with the Federal Deposit Insurance Corp. to pay up to $21 million in restitution to consumers whose interest rates were raised in ways that violated notification requirements.
