Crew Finds Body Wrapped in Plastic

Police are investigating the mysterious death of a man found in an industrial area under construction on the 100 block of Central Avenue in Chester City this morning.

A Chester highway crew clearing trash found the body inside a plastic bag shortly after 11 a.m.

Police say that the man’s arm was sticking out of the bag.

The victim is a black male in his early 20s standing 6-feet tall.

His head was covered with a blanket and he was duct-taped.

The cause of death is unknown.

Investigators believe he was dumped under the Commodore Barry Bridge within the last 24 hours.

"It appears he was there for a brief period of time," said Detective James Nolan.

"We're waiting for a confirmation from the medical examiner's office for a confirmation of the time of death."
