The Pennsylvania Senate Banking and Insurance Committee voted, 10-4, yesterday to recommend that Insurance Commissioner Joel Ario turn down the proposed merger between Independence Blue Cross, of Philadelphia, and Highmark Inc., of Pittsburgh.
