Loved ones are mourning a local plumber who was found shot to death in Colwyn, Delaware County.
Frank Powell, an employee with P&R Plumbing, was on the 200 block of Francis Street around 6 p.m. Sunday when a gunman fired at least two shots. Powell, 57, was found dead near his work van a short time later.
“I think you’re a coward just to walk up and shoot somebody in the head,” Colwyn Mayor Maurice Clark said. “A guy like Frank. Frank weighed about 105 pounds. Why do you shoot a guy in the head twice?”
Investigators recovered surveillance video from a neighbor who told NBC10 the footage shows the gunman walking down Francis Street, shooting Powell at close range and then walking away.
Powell was known throughout the neighborhood as someone who would fix things for anyone who asked.
“He just worked for me on Saturday,” Clark said. “Stood right here Saturday night and dead Sunday.”
A vigil for Powell was held Monday night. Family and friends gathered on Francis Street, joined hands, formed a circle and prayed.
"Shock, total shock," Reverend Joe Rodgers, Powell's brother, told NBC10. "We're still trying to process it."
Loved ones believe Powell was targeted though they're not sure why. They're confident his killer will be caught but it's going to take the public's help.
"I'm trying to honor my brother who passed," Zane Powell, Frank's brother, told NBC10. "And hopefully get the guy who did it. Some kind of remorse to turn himself in. Because they're going to find you."
