Prison Clerk Shares Blame for Rape by Inmate: AG

The state attorney general's office says a state prison clerk suing over her rape by an inmate at a central Pennsylvania prison may have "contributed" to the attack.

The claim is contained in a response which the attorney general filed earlier this month by the clerk who was raped by Omar Best, of Philadelphia.

The 36-year-old sex offender has since been sentenced to life in prison as a career offender in the July 2013 rape at the State Correctional Institution-Rockview. The victim was choked unconscious during the attack.

The lawsuit contends corrections officials let Best work near her despite his history of violent sex offenses and had only half as many guards on duty as required that day.

The AG's response was first reported by the Centre Daily Times.
