France on Monday held a national moment of silence for 84 people killed by a truck rampage in Nice. Crowds stood on the rocky beach for several minutes looking toward the Promenade des Anglais, where Driver Mohamed Lahouiaej Bouhlel sped his truck through the crowd, aiming to kill. 

Buildings stood silent across the country, according to The Associated Press. Among those at the ceremony in Nice was Prime Minister Manuel Valls. 

He was booed and jeered as he went to lay flowers on the promenade after the moment of silence was held, with one man heard shouting "where were the police" on July 15, NBC News reported. 

French officials have described the bloodbath as a terror attack, with Interior Minister Bernard Cazeneuve saying over the weekend that it appeared Boulel had been "recently" radicalized. However, he told the RTL radio station on Monday that links between the attacker and any terror networks "for now have not been established" by the investigation.
