    Philadelphia Police are investigating a random afternoon attack that happened one block away from City Hall.

    Investigators say a woman was walking at 13th and Market Street at noon on Sunday when a man came up and punched her.

    Police say the man ran off after the attack. The victim told officers she thought the man had mental problems.
