Brown was charged with forgery, tampering with records and related offenses. The officer was treated for minor neck and back injuries and released. The accident happened just before 2am in the Frankford section of the city. The officer was from the 15th District. It's the second time this week a Philadelphia police officer has been involved in an auto accident. On Monday, Sgt.
