The Delaware auditor's office says regular noncompliance by top state officials suggests that changes are needed in rules regarding out-of-state travel and use of state credit cards.
A report released Wednesday shows occasional noncompliance with the existing rules by the governor, transportation secretary, state treasurer and former deputy treasurer over the past couple of years.
The report says selective enforcement of the out-of-state travel authorization form for elected and appointed officials was the most concerning noncompliance issue.
The investigation by state auditor Tom Wagner's office was launched following the resignation last year of former deputy treasurer Erika Benner, who reimbursed the state more than $6,300 for personal charges on her state credit card.
