Arrest in West Philly Hit-&-Run That Left 7-Year-Old Girl With Fractured Skull

A man surrendered to police Wednesday morning to face charges that he struck a 7-year-old West Philadelphia girl then continued driving.

Jamar Banks, 25, faces aggravated assault, driving without a license, reckless endangerment and related charges in connection to Sunday's crash that left Allure Mclaine hospitalized.

Investigators credited "clear" video of the striking vehicle to helping them get their guy.

The crash occurred Sunday night around 6:50 at the intersection of 42nd and Pennsgrove streets. Investigators said Banks' 2014 green Mitsubishi Outlander was headed northbound on 42nd Street when he struck the girl.

The crash left the girl, identified by family members as 7-year-old Allure, with a fractured skull, broken ankle and road rash.

Medics rushed Allure to Children's Hospital of Philadelphia as a witness at the scene pursued the hit-and-run driver.

The witness, who wanted to remain anonymous, said he managed to record the vehicle's license plate as it sped through traffic lights and sent the video to police.

Authorities confirmed the footage captured the hit-and-run vehicle that matched Banks' SUV.
