Pa. Animal Shelters Struggle to Take in Strays

Budget woes in communities around Pennsylvania aren't only affecting people.

Potentially thousands of stray dogs and cats are at risk because cash-strapped shelters cannot afford to take them in.

Animal shelters are receiving fewer grants and donations, veterinary and shelter costs are on the rise, and more people in financial straits are surrendering their pets.

Animal advocates around the state say the state's private shelters need more money from the municipalities they serve. But those municipalities often say they can't afford it.

Jessie Smith of the state's Dog Law Enforcement office said state officials are discussing the issue and possible solutions with animal welfare groups, state dog wardens, shelter officials and others.
