A man was critically injured Thursday night in an accident on Philadelphia's Kelly Drive near Boathouse Row.
Investigators tell NBC10 his PT Cruiser hydroplaned on the damp street and hit a Ford Explorer.
Two Philadelphia City Council workers in the S-U-V were treated at the scene of the accident.
Kelly Drive was closed for a little over an hour.
