A man dressed in a Santa suit was hit and killed on I-95 last night.

Police say the man was walking along the busy interstate in the Fishtown area of Philadelphia.

The 24-year old victim was identified this morning as Adam Herr from Lebanon, Pennsylvania.

Herr was struck on the highway around 10:30 p.m. He was taken to Hahnemann Hospital where he was pronounced dead upon arrival.

The driver of the car that hit him, a 27-year-old Philadelphia man, was charged with driving under the influence and homicide by motor vehicle.

Police said when they were questioning Augustine Bangura about the accident, a state trooper smelled a strong odor of marijuana. Police say after Bangura failed sobriety tests they gave him in the field, they took him to get blood drawn and then charged him.
