A 54-year-old Newark man has been charged with indecent exposure and lewdness after police say a neighbor spotted him masturbating while standing on his front lawn.
The lewd act was reported to New Castle County police early Thursday morning. Police identified Robert Spear as the suspect and arrested him without incident.
Spear was arraigned and released on $350 bond.
