Lawsuit Filed Over Medical Marijuana Effort

A lobbyist who once worked for U.S. Sen. Tom Carper is being sued for breach of contract in a fight over the awarding of a license to operate Delaware first medical marijuana dispensary.
 
Former Lewes city councilman A. Judson Bennett claims he hired Mark Lally, Carper's former Sussex County director, to help him try to obtain a license for opening a "compassionate care" center following passage of Delaware's medical marijuana law in 2011.
 
But Bennett claims that as the deadline for submitting bid proposals to state officials approached, Lally, without Bennett's knowledge, began working with a New England group that also is trying to land the contract.
 
Bennett claims his contract with Lally prevented him from trying to help any competing enterprise.
 
Lally did not immediately return telephone messages Friday.
