Judge Responsible for Damages in “Kids for Cash” Scandal

A federal judge says thousands of plaintiffs are entitled to damages from a former northeastern Pennsylvania judge convicted in a juvenile justice scandal.
 
Former Luzerne County Judge Mark Ciavarella Jr. is serving 28 years in prison in connection with the "kids for cash" scandal. Prosecutors say Ciavarella sent children to privately run detention facilities after he took illegal payments from the facilities' builder and co-owner.
 
U.S. District Judge A. Richard Caputo says the judge violated the children's right to a fair trial and is not entitled to judicial immunity. He says damages will be determined later.
