Reopenings:

Winterthur Museum, Garden & Library will reopen for staff and students only on Wednesday under normal work hours. Winterthur will reopen to visitors on Thursday at 10 a.m.

All Philadelphia offices and courts will be open as usual on Wednesday.

Several SEPTA lines will resme service at noon. Get the full details here.

The PATCO high-speed line will resume service Wednesday night. At 6 p.m., one train will leave from the PATCO station at  Lindenwold, N.J. and one train will leave from 15th/16th & Locust streets in Philadelphia.  Trains then will run east- and westbound every 30 minutes.  After midnight, PATCO will run trains on a regular Night Owl schedule.

Tomorrow (Oct. 31) at 6 a.m., trains will begin running on a modified rush-hour schedule.   They will leave every 15 minutes and will travel at reduced speeds.  At 7 a.m., trains will begin running every 10 minutes and will travel at reduced speeds until 9 a.m.   Consequently, trips between the line’s east and west terminals should take 37 minutes, about 11 minutes longer than usual.  Passengers should  plan accordingly.

Fire closes NJ mall for weekend

The Wheaton Arts and Cultural Center in Millville, NJ will reopen on Wednesday at 10 a.m.

All School District of Philadelphia schools and administrative offices will open on Wednesday on their normal schedule.

Archdiocesan High schools and parish elementary schools in Philadelphia will reopen on Wednesday on a normal schedule.

DELAWARE:

State offices in Delaware will be closed until 4:30 p.m. on Tuesday. Non-essential employees should not report to work during that time. Essential employees should report as scheduled.

All Sussex County offices will be closed on Tuesday. The regularly scheduled County Council meeting for Tuesday is also canceled.

Nemours/Alfred l. dupont Hospital for Children will be closed Monday and Tuesday. All Nemours outpatient clinics and primary care offices in Delaware, New Jersey and Pennsylvania are closed. Scheduled outpatient(elective) surgeries have been postponed. All Nemours SeniorCare offices in Delaware are closed. Evening events, conferences and classes are canceled. Nemours Mansion & Gardens is closed.

Christiana Mall will be closed on Monday and will reopen Tuesday unless otherwise notified.

Appoquinimink Boys and Girls Club in Middletown, Delaware is closed Monday and Tuesday

State of Delaware offices closed Monday, non-essential employees are not to report to work, essential employees are to report as scheduled

Delaware’s Division of Fish and Wildlife facilities and Delaware State Parks will close at 5 p.m. Sunday until further notice.

All University of Delaware classes will be suspended Monday and officials are strongly encouraging students to depart campus as soon as possible.

Newark's Halloween Parade and Trick-or-Treat Main Street scheduled for Sunday, October 28 is canceled.

All Philadelphia VA Medical Center Outpatient appointments are canceled for Monday. This includes the Medical Center and its community-based outpatient clinics in Camden, Gloucester and Fort Dix, N.J. and Horsham, Pa.

Morey's Fears- Terror on the Boardwalk in Wildwood, N.J. has been canceled Saturday night and Fears is now closed for the season.

All state parks and historic sites will shut down at noon on Sunday.

The Atlantic Club Casino Hotel has begun evacuating its hotel guests and employees. The property will close by 4 p.m. on Sunday.

All Gloucester County offices, services and programs will be closed Monday and Tuesday.

All Cape May County parks and the zoo are closed through Tuesday.

All Cape May County Senior Centers will be closed on Monday and Tuesday.

Fare Free Transportation has been canceled at all regular routes.

Clementon KinderCare will be closed on Monday.

PENNSYLVANIA:

Franklin Mills will be closed Tuesday morning.

PennDOt is closing all Driver and Photo License Centers on Tuesday.

Philly Power Yoga and Thrive Pilates are both closed on Tuesday.

All Delaware River Port Authority Bridges (Commodore Barry, Walt Whitman, Ben Franklin and Betsy Ross) are now closed to traffic. Only emergency vehicles and vehicles driven by essential personnel will be permitted to cross DRPA bridges.

State office buildings in the Capital Complex, Harrisburg area, Pittsburgh, Reading, Scranton and Philadelphia will be closed to non-essential employees on Tuesday.

All Cheltenham Township libraries (East Cheltenham, Elkins Park, Glenside and La Mott) will be closed on Tuesday. La Mott and Rowland Community Center programs are canceled on Tuesday.

Montgomery County Courthouse and government offices and governmental offices will be closed on Tuesday.

Philadelphia courts will be closed on Tuesday.

The Pennsylvania Liquor Control Board authorized the early closure of all Pa. Wine & Spirit Stores at 3 p.m. The closure will effect 435 stores throughout the state.

TRANSPORTATION:

AMTRAK Northeast Corridor is closed tomorrow.

SEPTA will try to restore service on Tuesday though they say it's not guaranteed they'll be able to do it. They hope to at least restore some service by late afternoon.

Service on the PATCO High-speed line will remain suspended through rush hour Tuesday morning. There will be no commuter rail service Tuesday morning. PATCO service will remain suspended until further notice.

All flight operations have been canceled at Philadelphia International Airport on Monday.

All DART First State fixed-route bus and paratransit services will be suspended on Monday until further notice. The only exception will be essential medical paratransit services.

SEPTA Regional Rail services will not operate in New Castle County.

Airtran cancellations start 10 pm Sunday

SEPTA will suspend all services effective at the end of this Sunday service schedule. There will also be no SEPTA service Tuesday morning.

Independence Seaport Museum closed Monday and Tuesday.

AMTRAK Northeast Corridor Services canceled on Monday.

All Facilities Outpatient Clinic Appointments are canceled at the Philly VA Medical Center.

PATCO rail service will be suspended early Monday and will resume on Tuesday as soon as conditions allow. The last train to Lindenwold will leave the 15/16th and Locust Station in Philadelphia at 2:50 a.m. The last train to Philadelphia will leave Lindenwold at 2:15 a.m. All non-essential DRPA and PATCO employees are advised NOT to report to work on Monday morning. Essential employees must report to work as scheduled.

Governor Jack Markell ordered level two driving restrictions on Delaware roadways. Under the state law, no one will be allowed to operate a motor vehicle on Delaware roadways other than essential personnel.

As of 11:15 p.m., there are Weather related issues at the following locations:

NJ 52 Southbound at CR 559/Somers Point Road in Somers Point. All lanes are closed and detoured.

US 9 in both directions between CR 630/Ohio Ave in Absecon City and CR 663/California Avenue in Pleasantville. All lanes are closed and detoured.

US 40 in both directions East of CR 608/Franklin Ave in Egg Harbor Township. All lanes are closed and detoured.

US 30 eastbound at CR 585/NJ 157 in Absecon City. All lanes are closed and detoured.
