An arrest has been made in the hit-and-run death of a man who was crossing the street after getting ice cream in Bucks County.

Anthony Woods, 41, of Fallsington, Pennsylvania, was arrested and charged with murder, accidents involving death or personal injury, homicide by vehicle and other related offenses.

Woods allegedly struck and killed Emmanuel Weintraub before fleeing the scene in Levittown, Pennsylvania, back on Aug. 21.

Weintraub, 70, was using a cane to cross New Falls Road near Amelia Drive in the crosswalk as heavy rain fell just after 9 p.m. As he was walking, a 2007 gray Nissan Altima that went around a stopped car, slammed into him, sending him flying more than 20 feet in the air, Falls Township police said.

The driver kept going, leaving Weintraub for dead, according to investigators. The victim’s cane and shoes were left behind.

Weintraub, a retired postal worker, was a regular customer at JoJo’s Ice Cream & Water Ice, the ice cream shop said on Facebook. Weintraub had just gotten ice cream after a fundraising event ended and was leaving moments before he was struck by the vehicle.

Investigators obtained surveillance images of the hit-and-run vehicle which led to Woods' arrest on Tuesday.

While being interviewed, Woods allegedly told investigators he was driving on New Falls Road back on Aug. 21 when a car in front of him slowed down near the intersection. Woods then admitted he drove around the vehicle in front of him and struck Weintraub in the crosswalk, according to the affidavit.

Woods allegedly told police he knew he had just struck a person but thought he had hit a child, not an adult. Woods told police he was unsure if the person was dead but fled the scene because he believed he had drugs in his system, investigators said. He then allegedly admitted to getting his windshield fixed at an auto glass shop in Trenton, New Jersey.

He told the shop's owner not to speak with investigators and initially told police he broke the windshield while "copping drugs" in Philadelphia, according to the affidavit. The affidavit also states Woods admitted to shooting up heroin while driving.

He was arraigned Tuesday.

"I cried when I found out that there was an arrest made," Katie Holford, a witness who works at the ice cream shop Weintraub visited before his death, told NBC10. "I was so relieved."

Prior to the hit-and-run, Woods was arrested for two DUIs in Bucks County and Philadelphia, according to court records.

Weintraub died only days before his wedding anniversary. His neighbor, Marie DiSalvo, told NBC10 Weintraub's wife later found the gift and card he left behind.

"He wrote a special, 'I love you. You're the best thing in my life,'" DiSalvo said. "Something very comforting for her."

Both neighbors and staff at the ice cream shop took up donations for Weintraub's family.
