Convicted Flasher Accused of Exposing Himself to Girls High Students

    Samuel Hart is accused of lewd behavior outside Girls High in Philadelphia.

    A man previously guilty of indecent exposure to a minor found himself behind bars, accused of masturbating in front of students from a Philadelphia all-girls high school.

    The Philadelphia District Attorney’s Office announced the arrest Monday of Samuel Hart of W Berks Street.

    Prosecutors claim that Hart, 45, exposed himself and masturbated in front of Girls High students on multiple occasions outside the Olney school including exposing himself to a 15-year-old girl in front of the school on Olney Avenue on March 25.

    Philadelphia Police arrested Hart last week and charged him with multiple counts including lewdness, unlawful contact with a minor, harassment, indecent exposure and more.

    Hart was arraigned and sent to jail after being unable to post 150,000 bail, according to court records.

    Hart is a registered sex offender listed on Pennsylvania’s Megan’s Law website for a previous incident that involved unlawful contact with a minor. He pleaded guilty nearly 20 years ago to indecent exposure, lewdness and corrupting a minor and served time, according to court documents.

    He has also been found guilty of open lewdness on at least four other occasions, according to court records.
