Foster's Criminal History Police: "He should have never been on the street."

Philadelphia police released the Criminal Record today of William Foster, the man accused of driving the car that hit and killed Officer Timothy Simpson Monday night.

William Foster is 41 years old.  He's from Levittown, Pennsylvania.
