Daughter of Murdered Inmate Sues Pa Prison System

The daughter of a wheelchair-using inmate murdered by his psychotic cellmate has sued the Pennsylvania Department of Corrections.

The Erie Times-News reports Carla Davis-Vining's federal lawsuit accuses corrections officials of mishandling the man who killed her father, 63-year-old Frederick Kirkland on Aug. 21, 2012. The corrections department doesn't comment on litigation.
 
The lawsuit says prison officials put her father in a cell with 27-year-old Elwood Braswell even though Braswell was not supposed to be housed with other inmates. Braswell has been diagnosed with paranoid schizophrenia and was serving time for assault by a prisoner while both men were at the state prison in Marienville, Forest County.
 
Braswell was found guilty but mentally ill of first-degree murder and is now serving a life sentence for beating and smothering Kirkland.
