Chaos in Colwyn Amid Alleged Tasering of Teen

State of Emergency is lifted as the mayor and deputy police chief exchange angry words

Quite a scene Thursday night at a meeting in Colwyn, Delaware County.  The borough council rescinded a state of emergency issued by the mayor, saying Mayor Daniel Rutland had no authority to issue it.

In a raucous meeting, the council also voted to reinstate the deputy police chief.  Wendell Reed was suspended after allegations he was involved in a cover-up involving a teen allegedly tasered in a holding cell.

Minutes after Reed was reinstated, he walked into the Colwyn Police Department looking for his gun and badge. 

“I request you hand over my badge and gun, my keys and protect the citizens of Colwyn” Reed said.

After exchanging some angry words, the Mayor told him to leave, because while he’s technically back on the job, he’s not yet back on the schedule.

Three officers are still on paid administrative leave while the tasering is investigated.

Meanwhile, there’s a YouTube video making the rounds. It shows Deputy Chief Reed tasering a borough employee in what he tells NBC10 was an official training exercise.  He told us Thursday night he’s glad to be back on the force and the accusations against him have no merit.

“I was not aware of what happened.  I did not know what happened” said Reed.  “I wasn’t informed until four days later along with the mayor.”
