Police in northeastern Pennsylvania are accusing a 21-year-old man of being high on marijuana and driving on a suspended license in a 2011 car wreck that killed a woman and her teen daughter.

The Times-Tribune of Scranton reported Saturday that the state police arrested 21-year-old Robert Morris of Tunkhannock and charged him with homicide by vehicle, driving under the influence and other offenses.

The September 2011 wreck took the lives of his passengers, 40-year-old Kelly Radwanski and her 15-year-old daughter, Cailene.

Morris is in the Wyoming County Correctional Facility on $250,000 bail. A hearing is scheduled for Sept. 11.

Online court records don't indicate whether Morris has a defense attorney.
