Police arrested two teenagers who they say were caught on surveillance video punching and robbing a former police officer.

The incident happened back on June 29 around 5:30 p.m. in a Chinese Restaurant on West Chelten Avenue in the Germantown section of the city.

Police say Livingston Barker, 72, was standing at the counter when two teens entered the restaurant. Soon after entering, one of the suspects punched Barker, causing him to fall to the ground unconscious. While on the ground, one of the teens stole his wallet.

Both suspects fled the restaurant on foot.

"I wasn't thinking anything like that would have happened," said Barker, a former Police Officer from Barbados.

On July 2, police say a 16-year-old teen turned himself in. On Friday, police announced the arrest of the second suspect, Tyrell Langford, 19. Both teens are charged with robbery and other related offenses.
