“Bull's-Eye” Shooter Opens Fire on Teens: Police

A man dressed in all black with a bull’s-eye target tattooed on his forehead shot two teenagers late Sunday night as the teens waited for takeout food in West Philadelphia, according to police.

The shooter, described as a man in his 20s, walked into the Lucky Chinese American Food restaurant at 60th and Spruce streets in West Philadelphia just before 11 p.m. and opened fire on the 18-year-olds.

“He comes in with his gun, basically says, ‘what’s up,’ and shoots at both of the males," Philadelphia Police Capt. George Fuchs said.

One man was shot in the buttocks and the other in the side of the head, according to police.

All three men fled the scene after the shooting. One victim was found on the 6000 block of Pine Street, the other was found on the 6000 block of Spruce Street, and the suspected gunman ran north on 60th Street, authorities said.

The victims were rushed to the Hospital of the University of Pennsylvania in stable condition.

Drugs could have played a role in the case, authorities said.

“We did receive information that the male that was shot in the left side of his head did have alleged narcotics in his possession,” Fuchs said.

Fuchs said an official motive, however, wasn’t known.
