Man Charged in SEPTA Assault of Young Mom

A tip call helped police nab the man in NE Philly

A tip call led police to the man they charged in Thursday's perverted attack of a young mother aboard the Market-Frankford El.

The woman's baby was on her lap when man assaulted her, according to police.

The attack began on a train bound for Center City around 11:30 a.m. at the Frankford Transportation Center.

The suspect, David Kaplan, sat next to the 22-year old woman and told her stay quiet as he pressed a knife to her side, according to police. He's accused of molesting her until the train reached SEPTA's 8th and Market Station, which is about a 20 minute ride.

"There were people on the train," Philadelphia Police Lt. Frank Venore said. "I don't know if they were aware of what happened because of the way the attack happened."

A citizen saw Kaplan in the 69-hundred block of Rising Sun Avenue in Northeast Philadelphia on Friday -- allegedly with a knife -- and called police because they thought Kaplan, 39, matched the sketch of the suspect.

Kaplan is charged with aggravated assault, aggravated indecent assault, indecent assault and related charges.
