Temple and West Chester Universities deliver a stellar education at an affordable price.

Kiplinger's Personal Finance announced its list of the 100 Best Values in Public Colleges for 2011 on Tuesday.

The survey says five Pennsylvania public institutions are making the grade.

Temple University is No. 94 on the list. West Chester is No. 71.  Other Pennsylvania colleges in the top 100 are University of Pittsburgh at No. 28, Penn State at No. 44, Bloomsburg University at No. 88 and Millersville University at No. 99.

More outstanding collge values can be found in New Jersey and Delaware. The College of New Jersey comes in at No. 21. The University of Delaware is No. 29. Ramapo College takes the No. 49 spot, with Rutgers, New Brunswick on the list at No. 51.

The average annual in-state sticker price of a public college is $16,140, which is about $20,000 less than for private colleges, according to Kiplinger's.

For the tenth time since Kiplinger's first analysis in 1998, the University of North Carolina at Chapel Hill tops the chart.

The annual public school rankings appear in Kiplinger's February 2011 issue, on newsstands and online.
